Amid stagnant state funding and growing financial strain, Garland ISD is projecting a $60 million deficit in its 2025–26 general fund budget. Trustees approved the proposed budget during their regular meeting Tuesday, June 24.
District officials reported the general fund balance is expected to drop to approximately $161 million — just above the state-required three-month reserve of $151 million. The district’s financial cushion has steadily declined following years of deficit budgets and no increase in state funding since 2019. Over that period, Garland ISD has absorbed $96 million in teacher and staff compensation increases.
Superintendent-level presenters noted that despite recent state legislation — including House Bill 2, which allocated $8.5 billion in new education spending — most of the funding is earmarked for teacher raises and other restricted uses, limiting districts’ ability to address operating shortfalls.
