North Texas Municipal Water District is moving forward with a major infrastructure initiative known as the “Texoma Two-Step,” a series of projects aimed at increasing the use of water from Lake Texoma to help meet rapidly rising demand across North Texas.
As part of its 2026 capital improvement program, NTMWD will invest in two new pipelines and additional infrastructure to expand the district’s capacity to move and treat water from Lake Texoma. The Texoma Two-Step program is expected to be completed by 2029 and is part of a broader $1.7 billion capital plan approved for the fiscal year.
The program’s centerpiece includes two 84-inch pipelines with a combined estimated cost of $605 million. One pipeline will run 27 miles from the Lake Texoma Pump Station to the Howe Balancing Reservoir, enhancing water transport to the Wylie Water Treatment Plant. The other pipeline will connect existing infrastructure near Howe to the Leonard Water Treatment Plant, which began operations in 2023 and is currently undergoing expansion.
