The Sachse City Council welcomed a new member to its ranks after canvassing the results of the June 13 runoff election during a special meeting Wednesday, June 24.

The council swore in Tim Legh-Page, who took the oath of office from City Secretary Leah Granger. His wife and three children joined him for the ceremony. Legh-Page defeated Gurvinder Singh in the runoff election, receiving 1,217 votes, or 53.75%, compared with Singh’s 1,047 votes, or 46.25%.

The council had canvassed the election results the previous day and officially declared the outcome.

Legh-Page won the Place 4 seat previously held by former Councilmember Chance Lindsey, who did not seek reelection. Prior to the June 24 meeting, council held a brief reception in the City Hall Council Chambers to recognize Lindsey’s service.

Nearly 25 years after city planners first envisioned a downtown district near Sachse’s original town site, the effort continues to evolve. City leaders are still working to determine the right mix of development and amenities needed to create a district that remains relevant to Sachse’s future, according to Economic Development Director Jerod Potts.

The Fifth Street/Old Town District came to life as part of the city’s 2001 comprehensive land-use plan, Potts said. The plan, he said, “included a reference to the creation of a new ‘Old Town District’ in the vicinity of the original town site through zoning and business incentives.”

The city’s 2017 comprehensive plan then established “the Old Town catalyst area, which became the impetus of the Old Town Zoning District.”

Finance Director David Baldwin said the city plans to present portions of the budget as they are developed, rather than unveiling a nearly completed document later in the process.

Baldwin said property taxes are expected to account for 61% of the fiscal year 2027 budget. Sales tax revenue is projected to provide 11%, while franchise taxes are expected to contribute about 8%.

Sachse City Council invited public input during its June 1 meeting, offering residents an opportunity to share their budget preferences before formal budget discussions begin. No residents spoke during the public comment period dedicated to the budget.

While no comments were received, city leaders emphasized that residents will have multiple opportunities throughout the summer to weigh in on spending priorities, city services and other budget considerations before the council adopts a final budget in September.

Mayor Jeff Bickerstaff reminded residents that several opportunities remain for public participation as the budget process moves forward throughout the summer.

The Sachse City Council approved lower speed limits Monday in The Station development as part of an ongoing traffic study examining safety and traffic patterns in the mixed-use residential and commercial district.

Assistant City Manager Lauren Rose told council members the study had been in development for an extended period and was initiated in response to concerns raised by residents. Rose and Public Works Director Corey Nesbit presented the findings.

The council approved reducing speed limits to 25 mph on several streets within The Station.

The Sachse City Council received its annual report from the fire department Monday, reviewing calls and response data from the previous year while also honoring emergency services and public works personnel for their role in keeping residents safe.

Fire Chief Marty Wade told councilmembers Sachse Fire-Rescue responded to slightly fewer than 3,000 calls in 2025.

Of those calls, 69.42% involved emergency medical services, a slight increase from 68.89% in 2024, according to Wade.

Firefighters responded to false alarms in 7.69% of calls in 2025, compared with 6.92% in 2024.

Jeff Avery has a couple of pickup trucks parked at his Sachse home, though he doesn’t drive them much.

Instead, he shows them at competitions where vehicles are judged on craftsmanship and appearance. On May 9, Avery’s dedication paid off when he received a prestigious national honor during a ceremony at Texas Motor Speedway.

Competing against approximately 3,300 entries, Avery earned Truck of the Year honors with his 1969 C10 Chevrolet pickup. The event, C10 Nationals, features 1947-2026 Chevrolet or GMC trucks, and was sponsored by Classicparts.com.

Sachse Mayor Jeff Bickerstaff recently honored City Secretary Leah Granger for her work as an outstanding municipal clerk, recognizing a role that extends far beyond taking notes at meetings or preparing agendas.

The proclamation presented by Bickerstaff described municipal clerks as professionals who possess “extensive knowledge of legal procedures, administrative processes and community relations” and called them fundamental to the efficient operation of local government.

For Granger, the recognition highlights a profession many residents may not fully understand.

A yearslong process of discussion, negotiation and debate culminated Monday with Sachse City Council approving a strategic plan to guide the city’s growth through 2032.

Paul Hoffman, a consultant with the Berkeley Group, which was hired to draft the plan, led the discussion.

The intent of the strategic plan is to align with the city’s long-range planning efforts. Officials said the document is designed to establish a broad, long-term vision for the community, including land use policies and a framework for growth. While the comprehensive plan outlines that vision, the strategic plan focuses on how the city will prioritize and execute the work needed to achieve it.

The goal, according to Police Chief Bryan Sylvester, is to maintain the city’s top-tier communications system at the most affordable cost possible.

Sachse currently has an agreement with Motorola to provide police, fire and medical emergency communications. The agreement expires in 2028, and Sylvester told council members the best option would be to spend $490,000 to replace the current system.

The city now pays about $29,000 annually to maintain the system, Sylvester said, adding that “like everything, those costs are going up.” He projects maintenance costs could increase about 15% annually when the current agreement expires, reaching roughly $51,000 per year. an agreement with Motorola to provide police, fire and medical emergency communications. The agreement expires in 2028, and Sylvester told council members the best option would be to spend $490,000 to replace the current system.
